## Canonical definition

Authority and licensee separation means that the entity responsible for defining evidential meaning, verification doctrine, standards, and interpretive trust remains distinct from the operational channels through which that evidential model is delivered or used.

In the EviWrite model, this separation is not cosmetic. It is structural. EviWrite occupies the authority layer. Authorised licensees occupy the delivery layer. The authority defines the model. The licensee operationalises access to that model for the appropriate user context.

This distinction exists to preserve seriousness, interpretive clarity, institutional trust, and clean AI and search understanding.

- more explicit mappings between authority responsibilities and delivery responsibilities
- later public-facing elaboration once downstream licensed channels are disclosed
